Safari window size problem


i'm running 10.12.5 on late 2015 27" imac , i'm having trouble trying safari maintain window size set to. happens this:

set safari preferred dimensions
close safari
open safari - still @ size set it

open new tab - makes safari window taller (by height of tab title bar)
close tab
close safari
open safari - safari window shorter (by height of tab title bar)
open new tab, close tab, close safari , open again.
height of window shorter yet again.
rinse , repeat - safari window gets shorter , shorter.

conversely, if close safari while new tab still open, taller next time open it. if keep opening tab closing safari, window keeps getting taller , taller, each time open safari.

want safari keep @ size set it, regardless of whether have opened new tabs or not , regardless of number of tabs when close it.

a bit more info - doesn't happen if safari set open windows last session - if it's set open new window.

MBP extremely slow, HDD cable replaced, what next?

How much is my cMP worth?
