new iOS cannot delete browsing history completely


i cannot delete browsing history safari completely. problem has affected of friends , family use iphones , ipads.

here methods have used in past:
1) settings > safari > clear history , website data
2) settings > safari > advanced > website data > remove website data

neither of above tried , true methods work remove browsing history completely. 1 needs verify legitimate problem try above methods delete browsing history. then, go settings > safari > advanced > website data, , see there still remnants of previous websites have been visited many showing 0 bytes.

have communicated high-level apple software tech has revealed apple aware of issue, cannot fix due way safari code written allowing cookies permanently stored in persistent state despite attempts clear cache via above methods or despite attempts erase , restore device.

so, know of non-apple method of deleting browsing history completely?
 

it's bug in 10.3.1 , 10.3.2. maybe 10.3.3 address it.
