Confused by Files app "on my iPad"


the "on ipad" part of files app not expected. know answer following questions?

1. when selecting "on ipad" folder appear - dictates this?
2. why there no way create folder @ root store files use multiple applications (isn't point of files app?)
3. looks apps don't have folder "on ipad" (and few do) there no way access files through files app - still appear sandboxeded app , show when opening app - true? point of files without this?
 

1. there's apparently line of code devs have throw apps enable files in app / app storage space show in "on ipad" section.

2&3. agree they've needlessly crippled files app in these regards. in terms of functionality have there absolutely beautiful examples of great file/folder functionality on tablet. it's gaps in functionality bring me down that. it's example of apple killing or in case, not designing, functionalities outside of use case think ideal (essentially exclusively use of cloud storage, , preferably icloud storage).

workaround has been take treating pages folder root folder, since can @ least create folders within of top level ones. files app drastically more powerful , useful bit more work in regards issues expressed.
