Why Isn't 10.13 showing up for me


i have pretty new imac, bought @ end of summer when refreshed line. 10.13 isn't showing me update. i'm running 10.12.16 , computer says no updates available , wasn't listed in app store either.
 

it not 'update' in sense of word, new os*. not show update. on other hand should able find searching high sierra in app store.

MBP extremely slow, HDD cable replaced, what next?

How much is my cMP worth?
