Another person created an AppleID using my email address

it appears has setup appleid off personal email account i've had on ten years. made aware account existed because started trying reset password , thought trying access appleid linked off email address. (all mailboxes on iphone) going directly apple website reset password thinking perhaps had account there because email address linked recovery on appleid , found else's name , unknown security questions.

surprised it's possible create account without having access verify email account.

called apple security report it's turned out big deal protect privacy of other party. want have account separated email address , preferably make impossible people activate accounts using email don't have access to. it's staggering it's possible!

after verifying apple support received confirmation code waiting hear apple engineering see if can done...

is possible accidentally confirmed email address during initial creation of apple id? cannot believe there's way around that.
