iPhone using cell data on wi-fi, even with wi-fi assist turned off?


i have iphone 4s , iphone 6, have 400mb , 1.25gb data plans, respectively.

wi-fi assist turned off on iphone 6, , iphone 4s not support in first place.

reset usage stats @ beginning of each billing month on both devices. iphone 6's reported cellular data usage more or less identical carrier reports; on other hand, iphone 4s's reported usage way off when compared carrier — as ~300mb off.

both devices on wi-ifi day, , more 25–30 feet access point. have no reason believe wi-fi signal weak in house, never experience drop outs , have strong signal. in fact, have 2 access points in apartment make sure there no dead zones.

contacted carrier , claim there nothing wrong on end.

there way 4s using cellular data without me knowing it? @ point shut off cellular data on 4s when i'm @ home, i've seen chunks of data used (according carrier's stats) while on wi-fi.

neither device jailbroken, have little reason believe malware @ play.
 

is there chance used lot of cellular data on 4s before reset it? time between when use data , when carrier updates usage meters can off couple hours. if reset again, usage still differ greatly?
