Unable to erase new external hard drive

i bought external hard drive (silicon power shockproof 1t drive) backup drive. want partition half of time machine , half of storage. started disk utility , partition button grayed out. after looking through forums, realized had erase drive in order partition (it came fat32 file system).

able erase physical volume partition button still gray tried erase physical disk disk utility give me error when try this. output erase operation is:

unmounting disk
wiping volume data prevent future accidental probing failed
operation failed...

put dialog box saying:

the disk inserted not readable computer.

3 buttons on dialog box include "initialize", "ignore", , "eject". when choose "initialize" nothing.
