High Sierra not remembering settings after reboot


anyone notice this? i'm on 2017 macbook pro 15" tb , high sierra forget settings. forget apple pay cards, brightness settings , startup apps. re-enable guest account time time.

tested on fresh install time machine backup , using both pb2 , dp3.

MBP extremely slow, HDD cable replaced, what next?

How much is my cMP worth?
