Issues with Adding Users & Deleting Groups


hello all,

i'm preparing sell older 2011 macbook air own, , before doing formatted machine , installed macos high sierra.

appears have worked expected, unfortunately i'm experiencing issues related adding user admin rights.

doesn't seem much, if changed in high sierra when comes users & groups pane within system preferences, whenever try add user (so computer can setup of clean slate next owner), nothing happens.

open users & groups in system preferences, unlock page via lock icon in bottom left corner , add user. i've done 3-4 times now. instead of new user appearing, folders new user's name appearing under groups section. log out, , original user account visible on login screen. i've tried delete folders dozens of times via minus button on preferences page, nothing happens. i've navigated users directory in finder , deleted folders there, still present within system preferences.

suggestions? i'm trying add new user , delete 1 used sign app store , download high sierra, nothing working , i'm stuck multiple folders bearing names of users i've tried add.
 

i added user on mbp high sierra. no problems or issues...

MBP extremely slow, HDD cable replaced, what next?

How much is my cMP worth?
