How to disable new key sticky or drag lock feature?

i don't know new feature called or in system preferences control panel is.

there's new feature - related 'tap drag' or 'sticky/lazy key' or another. happens first time click shift or command modifier keys (eg. make selection range, spot selections ⌘-click, opening link in new tab ⌘-click, etc), modifier key ignored. 2nd click works expected. (the 2nd click has within few moments of first or 'resets'.)

notice drag lock thing happening after first click attempt.

feature not me!! , how turn off? it's trying use broken mouse or trackpad on windows machine! (neither of i'm doing. , no trackpad didn't fail. booting old systems normal. intentional feature here.)

example, it's impossible make range selection (in finder in list view) followed ⌘-click spot selections (all in same selection - starting shift-click range , adding additional selections ⌘-click) enabled.

this sounds 3rd-party software problem, not how sierra works default , can't find way in system prefs. check for/disable/quit 3rd-party apps may doing (icons in menu bar?) , see if stopping 1 of them makes behavior stop.
