Missing iCloud documents

searched lot of forums , can't seem find answer...

why overall icloud storage used (2.3 of 5 gb) different shows in "manage storage"

have iphone 6s (10.3.1), ipad air 2 (10.3.1), , mac air (10.12.4), standard 5g of icloud storage.

icloud storage @ 2.3 gb of 5 gb used, , storage labeled "docs." under manage storage, shows documents , data 194.9mb.

i've done far:
-deleted both iphone , ipad backups icloud
-turned off icloud photo library automatic upload on devices
-turned off icloud drive on devices
-from mac, deleted files icloud drive (only amounted <200mb)

screen shots iphone, ipad shows same thing.

has seen before? go delete "documents" taking half of
icloud storage?

i realized when i'm trying rid of icloud steals data devices , races , keeps in cloud until go cloud , buy more storage f
