Buy More Storage Not Working


good day

wondering if else has run issue... go system preferences, manage icloud, , click "buy more storage..." button on top... loads small window, remains blank. have force quite system preferences close it. have logged in , out of icloud accounts, changed icloud accounts, spoken apple support chat , phone, reinstalled macos, restarted, nvram clear... nothing changing this. must bug?

MBP extremely slow, HDD cable replaced, what next?

How much is my cMP worth?
