Am I being scammed? Sold Apple Watch - 17 mos later, buyer says it's activation locked?


hi all! please forgive me in advance, a) i'm not apple person, knowledge limited , b) long story. hoping experts can shed light on this.

here basics:
  • in 9/2015, bought wife apple watch cowboom.com. if you're not familiar them, used sell used electronics best buy, typically open box , returns. they're not in business anymore, best buy through bb outlet.
  • we set watch fine in 9/2015 , wife used few months until decided didn't need it. did normal unpair, factory reset, , sold on ebay in 2/2016.
  • two days ago (so 17 months later) got message buyer saying watch needs repairs , need remove icloud account because apple refusing repair because of kind of lock. admittedly know little apple devices (i'm android user), login wife's icloud account remove watch, not appear anywhere in our list of devices.
  • i let buyer know that, , asks if i'm original owner. reply wasn't, since bought watch used cowboom.com. says problem original buyer never removed icloud account.
  • she asks me proof of purchase since apple support telling can unlock , repairs if have original proof of purchase. send documentation have, amazon payments receipt since used amazon account pay @ cowboom. emailed address on cowboom's defunct website ask original invoice, i'm not confident i'll ever hear back.
  • today buyer forwards following message me, supposedly apple support after sent them receipt gave her: "thank contacting apple support. getting stuck here watch , i’m sorry been such process. if customer have original proof of purchase can remove activation lock , set repair if doesn’t have original proof of purchase device ask refund resold product cannot service due activation lock. im sorry don’t have better news on , ask keep me in loop , see has. stands right though cannot service device activation locked else."
  • i'm skeptical of message because of extremely poor grammar , punctuation -- first time start doubt buyer. until point, genuinely felt bad , wanted help. go ahead , reply i'm sorry payment receipt wasn't enough, continue working best buy , former cowboom original invoice.
  • i note paypal in message center instructing me refund buyer due "problem device." apparently called paypal , asked refund? i've never dealt before...
in meantime, i've started doing research on activation locks since i've never heard term before. correct in stating since wife used watch 5 months , person has been using 17 months, can't activation locked original owner (the person before me)? seems prevents ever signing in , setting watch in first place. maybe i'm missing something...

want believe , person because that's way am, longer has gone on more skeptical i've gotten. i'd appreciate thoughts either way.
