iCloud Music Library Issue


hey,
joined apple music, , me , brother using same account on both our computers.
when want create playlist tells me must enable icloud music library option, cool, on our devices (iphones, ipads, etc), entire music library have in pcs (included unorganized unofficial stuff have scattered on our computers), makes surfing library insufferable on iphone example.
there way create playlists on apple music (even without adding songs actual library), or maybe enable automatic sync of stuff in our computers iphone? pc itunes app has option hide these unwanted songs, maybe iphone has too?
 

one account = 1 person / 1 account 2 people = gigantic mess
