Two-Factor Auth & Recovery Key

according this, should possible generate recovery key when using two-factor authentication (previously possible when using old two-step verification). however, don't see option described in article in "password & security" settings on phone or ipad (which running ios 11). else see it?

i'd switch recovery keys don't have depend on apple's week-long recovery process in case locked out.
 

i have 2fa turned on , checked on high sierra , don't see in icloud account settings described in article @ all.
