Late 2016 MBP fans on constantly


i'm typing on father's late 2016 mbp (top spec 15"), running sierra 12.5. have safari, mail, preview, activity monitor , notes running - that's it. fans loud sound cooker extractor hood, , area beneath screen extremely warm least. machine upgrade old mid-2012 mbp, base spec , don't recall fans running - ever.

secondly (and may-or-may-not related), have problem windows turning red rectangles (see screenshot) gradually reappear when cursor moved on them, making me wonder if refresh issue.

it's left me deal applecare, despite being father's machine, , despite fact knows damned can't cope using phone (i'm autistic), pleads ignorance (it's wilful - i've been trying train him decades, , refuses learn), there's no way can deal long protracted call apple (if it's deemed necessary) - somehow! - need make him understand (it's computer, ffs - wtf should have deal it...?!).

MBP extremely slow, HDD cable replaced, what next?

How much is my cMP worth?
